General Provisions.
XVI Cheboksary International Film Festival dedicated to ethnic and regional cinema, (hereinafter - the Festival) will be held in Cheboksary from May 26 to June 1, 2023.
Festival organizers.

Principle of selection of films for the competition.
The selection of films for participation in the Festival is carried out by the Program Directorate and the selection committee Of the festival. List of films competition programs of feature films and ethnic and regional cinema, the program of screenings of films at the Festival is approved by the Ministry of Culture, nationalities and archival affairs of the Chuvash Republic (hereinafter - the Ministry of Culture of Chuvashia).
Film Requirements:
- films that contribute to strengthening peace and mutual understanding between peoples, regardless of their nationality and religion;
- films presented at the Festival must not contain propaganda of violence, national, racial and religious intolerance;
- preference is given to films that did not have a wide Russian distribution, that did not shown on television, not released on discs and have not previously been shown in Chuvash Republic; full-length films are accepted for the competition program of feature films movies lasting no more than 150 minutes of Russian and foreign production of the last three years of release, never before shown on the territory of the Chuvash Republic;
- films are admitted to the competition program of ethnic and regional cinema lasting at least 50 minutes of Russian and foreign production of the last three years of release, never before shown on the territory of the Chuvash Republic, reflecting ethnic specifics, problems, culture and traditions of the peoples of the world. Invitation.
To the Festival are invited:
- To present the film, we invite one member of the film crew (producer, director or performers of the main roles). The invitation can be transferred to another member of the shooting groups if the director or actors are unable to come. To all invited the costs of travel by railway transport on the Moscow-Cheboksary-Moscow route are paid, accommodation and meals. Arrival or departure by plane is possible, if necessary.
- Foreign citizens, directors and leading actors - participants of the competition programs. They pay for travel on the territory of the Russian Federation, accommodation and meals.
- Famous directors and actors for master classes and creative meetings. They pay for travel, accommodation, meals, fees.
- Guests of honor. The terms and conditions of their stay at the Festival are determined by the Ministry of Culture of Chuvashia.
An invitation, the form of a filmography sheet is sent to the name of the producer or director films selected by the Selection Committee, indicating the terms and conditions of stay at the festival.
Jury.
The jury of the fiction film competition and the jury of the competition are created to evaluate the competitive films ethnic and regional cinema. The Executive Directorate of the Festival assumes the costs on the stay of each member of the jury in Cheboksary, as well as travel to the Festival and back by railway transport in a SV class carriage. Arrival and departure by plane is possible if necessary. The members of the jury are paid a fee on a contractual basis.
The jury cannot include persons who participated in the creation or commercial distribution of films, presented in the competition shows of the Festival.

Anna Grand Prix - for the best feature film;
Anna Prize - Best Director;
Anna Prize - for the best screenplay;
Anna Prize - for the best camera work;
Prize "Anna" - for the best performance of the leading male role;
Prize "Anna" - for the best performance of the main female role;
Anna Prize - for supporting roles;
Special Prize of the Head of the Chuvash Republic "For reflecting the theme of civicism and patriotism in cinematography ".
The jury of the Ethnic and Regional Film Competition will award the following prizes:
- Anna Prize - Best Film;
- Anna Prize - Best Director;
- Anna Prize - for the best screenplay;
- Anna Prize - for the best camera work;
- Anna Prize for Best Actor.
"People's Choice Award" (for the film that received the largest number of viewers votes based on the voting results).
Additionally awarded:
- Press Jury Diploma;
- Diploma of the Festival for all films - participants;
- Diploma of the participant of the film festival to all those invited.
Festival Program.
The Festival program includes:
- fiction film competition;
- ethnic and regional film competition;
- film retrospective;
- Copyright Cinema Special Event;
- Cinema for Children program;
- special project "Movie Night";
- Documentary Film Program;
- press conferences, master classes, round tables, creative meetings with the participation of famous figures of Russian and international cinema;
- opening and closing ceremonies, awarding the winners of the Festival.
Applications are accepted until April 1, 2023!
Documentation of selected films.
Completed and signed filmography sheet for each submitted film, confirming participation in the Festival must be received by April 1, 2023. At the same time with message about participation in the address of the Executive Directorate of the Festival must be submitted:
- trailer and copy of the movie;
- short biography, filmography and photos of the director;
- a summary of the film (4 - 5 lines in A4 format) with the translation of the title of the film into English language;
- 3-4 frames from the film (photo with good resolution);
- information about the filmmakers, main and minor actors;
- promotional items, posters, flyers.
- If the film is opened with a key, you must indicate this in the application and provide contact data of the person who is authorized to issue the key.
Transportation and insurance of film prints.
The costs of shipping and insurance of films during their transportation to the Festival are borne by Executive Directorate.
Copies of films will be sent by the Executive Directorate to the return addresses indicated in filmography sheet, within two weeks after the end of the Festival (or as agreed with the copyright holders).
Final clauses.
Participation in the Festival provides for compliance with all clauses of these Regulations. The Executive Directorate of the Festival has the right to resolve all issues not specified in this Regulations, in accordance with the articles of the FIAPF International Film Festival Regulations.
